InvestorNews is introducing a new continuing feature: The Lifton Living Rare Earths Tree, tracking companies outside China with the capability to produce rare earth metals, rare earth alloys, or both. The purpose of this tree is not simply to repeat corporate announcements. It distinguishes between the separate branches of the rare earth value chain: companies that can reduce rare earth oxides to metals, companies that can melt those metals into useful alloys, and companies that manufacture magnets from materials produced by others. These are very different industrial capabilities, yet they are too often described as interchangeable.

Like the industry it tracks, the tree will continue to grow and evolve as new and better information becomes available. Production capacity will be classified as operating, demonstrated, under construction, or merely announced, and production methods will be identified only when they can be verified. The rare earth industry is changing rapidly, but its progress must be measured by demonstrated capability, reproducible production, customer qualification and economic operation—not by press releases. As always, the objective is to follow where value is actually added.

Scope. The tree tracks companies outside China with demonstrated or developing capabilities to produce primary rare earth metals, rare earth alloys or finished rare earth permanent magnets. Announced capacity is separated from demonstrated and operating capability wherever possible.

Inclusion requirement: To qualify in a particular category, a company must sell—or have documented contracts or qualification shipments for—the relevant rare-earth metal, alloy, magnetic powder or finished magnet to unaffiliated third-party customers. Captive-only intermediate production does not qualify as merchant production but may be identified separately.

Definitions

  • Primary rare earth metal producer: Converts rare earth oxides or halides into metallic rare earths.
  • Rare earth alloy producer: Produces NdFeB, SmCo, DyFe or related alloys from rare earth metals or, in an emerging direct process, from oxide mixtures.
  • Commercial: Customer shipments or sustained production have been reported; this does not necessarily prove nameplate operation or profitability.
  • Ramp-up: Initial production is in place, but announced capacity has not yet been demonstrated consistently.
  • Pilot / demonstration: The chemistry or equipment has been shown to work, but sustained commercial throughput has not been established.

Additional note: I am listing only those non-Chinese companies currently known to me that sell into the marketplace. This may change in the near term as some of the companies on the tree have been or are being acquired by other (non Chinese) companies with existing or proposed magnet manufacturing capability and capacity. Therefore, it is likely that those companies will withdraw their products from the open marketplace to avoid competing with their new owner’s magnet manufacturing operations.

    Thank you for your Living Tree Rare Earths column, Jack. As always, I appreciate the care you have taken to distinguish primary metal production, alloy production and magnet manufacturing—capabilities that are too often treated as though they were interchangeable.

    And – I did have to read this a few times.

    After our phone discussion, I agree with your distinction concerning Neo Performance Materials’ primary metal production. GQD toll-processes neodymium oxide into metal for Neo’s supply chain, and merchant sales of that primary metal have not been publicly established. Neo therefore should not be classified as a confirmed merchant primary-metal producer.

    As you pointed out – Ford does not sell their vehicle parts to their competitors.

    I would, however, ask you to reconsider Neo’s placement with respect to alloy powder. Your inclusion requirement expressly covers alloy or magnetic powder sold to unaffiliated third-party customers. Neo’s March 2026 Annual Information Form states that its Korat operation alloys neodymium and praseodymium metal with iron and boron before rapidly solidifying the molten NdFeB through melt spinning or jet casting. It identifies approximately 1,800 tonnes per year of powder capacity and confirms that Magnequench supplies its powder to third-party manufacturers. Most of Neo’s U.S.-based customers are also supplied from Korat.

    Neo’s Narva operation provides further support, as it has secured external automotive contracts and is already producing and shipping qualification magnets, with commercial deliveries expected to begin in 2026.

    Would you consider including Neo in the main tree as follows: “Primary Metal—no confirmed merchant sales; Alloy/Magnets—yes, commercial NdFeB alloy powder and ramping finished-magnet production”? I believe that treatment would preserve your important distinction between captive and marketplace primary-metal production while giving appropriate recognition to Neo’s long-established third-party alloy-powder business.

    This is precisely why a living tree is so valuable: the branches can continue to be refined as additional evidence and perspectives emerge. I would be very interested in your thoughts.

    The “tree” is meant to illustrate companies that sell rare earth metals or alloys into the marketplace. As you have shown, Neo deserves to be in the tree and on the table on that basis. I am not, in this tree, identifying magnet makers. I am only limiting my entries to those producing rare earth metals and/or rare earth alloys to be sold into the general non Chinese magnet manufacturing market.

    I appreciate you, and I want to point out to our readers that this is exactly the type of information I hope our knowledgeable readers will send me so I can keep updating the tree. It is intended to be a living document subject to modification when I have made a mistake or am uninformed, as here, of the details of a listed company’s operations or marketing

    Very interesting to think that the recent acquisitions by the likes of USARE and Energy Fuels (if their two go through) in the refining and magnet-making areas, while potentially expanding their own RE value chains, may also send customers of those being acquired scrambling for new suppliers.

    It’s not just the superpowers who are in direct competition; the value chains you outline (MP, USARE, NEO) and add e.g., EF and Lynas (with its recent metals and magnet moves) are trying to create their own moats.

    I’d perhaps add Magnequench in the Neo Performance Materials technology cell since its rapidly quenched MQ powders are distinct from the powders used in sintered magnet production in Narva facility.

    Thank you. What I believe is that Magnequench is an integral division of Neo Performance so I didn’t find it necessary to distinguish it. I do appreciate that you have pointed out a significant product line manufactured and sold under the Magnequench label by Neo Performance.

    Hi Jack,
    I believe that Daido Steel has made Nd-Fe-B magnets since 2016, will this dramatically reduce reliance from Chinese magnets?
    Also, Niron Magnetics plans to produce rare-earth-free permanent magnets using Iron Nitride in Minnesota, would this potentially free US from China dependence?
